On 19 Dec 2025, in Hoima – The Oil City, the Catholic Diocese of Hoima launched its first Diocesan Financial Policy Manual (DFPM) under the leadership of Rt. Rev. Bishop Vincent Kirabo and the Diocesan Financial Council.
The DFPM is a practical, faith-anchored governance tool that standardizes how Church resources are sourced, managed, protected, and regenerated—aligning Canon Law, civil compliance, and modern financial best practice. Developed through a consultative, data-driven process, it moves the Diocese from fragmented practices to policy-led stewardship and accountability.
Hoima now offers a model for all dioceses: a DFPM linked to a 30-year diocesan strategic vision and supported by data systems enables sustainable resource mobilisation, informed decision-making, and long-term mission impact.
